Brass 00 Buck question

Have 2 sealed boxes of Win 00 Buck Brass WW2 shells. One box is wrapped in a silvery foil with all logo , lot # etc, The other (a different lot #) is wrapped in a dark brown foil with same logo etc. except for different lot #. Any info on why the difference will be appreciated.
