Step/no step bolt?

Though I am not new to Garands, I do not know what they are talking about when they talk about step or no step as it pertains to Winchester bolts? Attached is a Winchester bolt I have

That's a NO STEP you have there.The so called"STEP" is on the RIGHT locking lug's UPPER surface.
