It's a 1/8" serifed number stamp set. Now I can make anything look old. :D
The box looks shop made, it even has a little latch.

The person in the photo looks awfully young. I would guess a military school where they drilled and dressed in a military type fashion. I was at the Missouri Military School back in the late 50's grade 9 age 13.

I'd guess 12 or 13, since that's how old my older son is. The patch reads "US ROTC". I thought ROTC began in high school. The cover ensignia is blurred, but I bet it's also ROTC.

Junior ROTC is is High School today; ROTC is in college. However, this lad may have been enrolled at a private military academy which as supplied 1903s by the Army.
