This is the 1rst one I've seen & I found it by accident.
I was told it could be a winny. Can anyone verify this ?

It is a Springfield. The 3JP marked covers were incorrectly heat treated, making them brittle, They were recalled from service after causing at least one injury to the shooter.

Due to bad heat treat. Scott Duff website says don't use them. I suspect they are collectable as an oddity.
