There is very little difference in standard AR-15 lower receivers. The use of CNC makes it possible to consistently machine parts to exact specifications as long as the tooling is kept sharp. The lower receivers sold as cosmetic blemish are a good choice for lost cost builds. You can use low cost receivers without problems. Blemish lower receivers are often available as low as $60. Lower receivers should be low on your list of concerns when building an AR-15.

AR-15 parts are backordered at many suppliers so availability may be limited. Delton appears to have all of their uppers backordered. Adco Firearms has a few Rock River A2 uppers available at $500.
I currently have a 300 Blackout upper backordered from DSA. It was ordered last month and is still listed as “Back Ordered, No Shipment Set”. Even if the suppliers have parts listed in stock it may take several weeks to receive them. Call first to insure delivery times if you are not prepared to wait.
If you are building from a bare receiver a complete parts kit (everything but the lower receiver) could save some money on the build. After looking for part kits Palmetto State Armory appears to have military spec parts kits starting at $600 with some upgrading available at moderate cost .

If you are building a low cost pinker and would like to keep it all one brand Surplus Ammo (the manufacture of the receiver you referenced) has their uppers as well as other manufactures receivers.
The shortages of AR parts may be caused by people using tax refunds to purchase the AR stuff.
