Without researching it that dosen't sound anything like a quote from a man born in the 18th century. It is a neat quote though.
Upon researching it though I did find several Jefferson quotes on peace none of which are anything like the one in the OP either in style or spirit. The actual author of the quote in the OP is unknown.
