On the CMP auction site there appears to be a Rock-Ola carbine up for auction
that has a six-digit serial number.
If Inland was assigned numbers 11 through 999,999 then how is that possible?

Tool room carbine sent to Rock-ola then later used in production? Or it could be an Inland lineout to Rock-Ola.
One book I have said Inland sent Rockola 2,007
recievers that used Inland serial numbers..This was the Apr to Oct time period of 43'

It has the big Inland s/n digits and Rock-ola is below the s/n so is probably a line out.
Inland would be marked above the s/n under the rear sight. The folks at CMP do not know what this is probably or it would be mentioned.
War Baby! p. 406 touches on the subject. Since the CMP carbines were examined by some of the Carbine Club's most knowledgeable folks, I would think the probably know what they have.
Too bad the CMP didn't provide a better picture of the receiver behind the rear sight. To me it sort of looks like a line above the 2nd digit in the s/n. Perhaps that's the beginning of the line out.
Between April and July 1943,Rock-Ola received 2005 receivers from Inland with 2000 of them in July. These would be line outs and as such there were not too many of them and would be quite collectible.
