I have a bunch of mag. rifle primers (CCI 250 and Win. WLRM). Can I use these in M1 30-06 reloads? Or should I just stick to standard large rifle primers? If I use them what should I do with my powder charge, anything?

Yes, you can certainly use them.
You may see no difference, but to be safe, especially if you are using a fast powder or max load, reduct your charge a couple grains just to see what happens.
If no difference, then carefully work back up to the original charge.
win doesn't make mag primers
Winchester used to make large rifle magnum primers, Now it's just one primer fits all for them.
Batman, since you mention an M1, I assume you are probably not shooting with a ball powder, or especially not a slower burning ball powder.
HOWEVER, if you reload .30-06 cases for another rifle, with say, Win 760 ball powder, and if you shoot in cold temperatures, you might NEED to use magnum primers, otherwise you may get the "click boom" delay and bad accuracy associated with it. Thus, there may be some ball powders you may have, in certain situations that are harder to ignite and really do better with magnum primers, like in the really cold temps, especially in that bigger .30-06 case. These days, I pretty much use CCI 34 or the new type Win LR primers, and have had no problems with them. Good luck.

Yes, I am not using ball powder. Likely R-15, 4895, 4064 and maybe Varget. I do shoot in the cold temps! These primers are old, some like my winny's are likely about 25 years old!
You can try working up loads with them carefully, and you should be ok. You'll likely get some higher burning temps maybe a LITTLE harder on the barrel life, but Varget prob will still burn a little cooler from what I have read.
Question: are ball powders better for M1 ammo than stick powders? I've never used ball of anything (well, except for TAC, but I'm not sure that qualifies as a ball powder as it's more like powdered powder, if that makes sense).
Generally the stick powders IMR 4895, IMR 4064 are your most popular and best suited powders for .30-06 in the M1, although others are used by some. You can try Win 748. Ball C-2, AA 2520 ball powders. I do not use Varget in30-06, but some might use it with success. IMR 4895 and Varget both meter reasonably well.
I use a powder trickler to make loads more precise, and generally weigh every load for high power rifle reloads as I see some pretty large deviations occasionally, even in ball powders.
